It is a very bold statement and I don't know how close to the truth it is but it has been made in this Mail Online article by Peter Oborne: Linky
I don't know how credible this bloke is or even the rag he works for but it is an interesting statement to consider.

Imagine for the moment that it is true and British government really has collapsed. We still get up in the morning and go to work.  As stretched, underfunded and as burdened by pointless bureaucracy as they are the military, police, health service, schools, fire service, prison service all still function and under the circumstances still do a superb job. British society is so far still intact and we haven't yet taken to the streets and trashed the neighbourhood. In fact the only real blow is gargantuan public debt and a big hit in international standing. Okay those last points aren't small ones but hopefully you get the idea.

Which is ..........

If central government has collapsed is it now an anachronism ?  Does British society function in spite of rather than because of central or even local government ?

I reckon Parliament needs to be dissolved and I think we need a general election at the earliest and by earliest I mean sometime last year.

This definition tells you all you need to know about 'PC'

I think the game is up for Gordon Brown and his administration. This government is in a real and profound crisis. Brown must go but it will not be enough or right and fair simply to replace him with another un-elected prime minister. We need a general election, a good clear out (on all sides!!!) and a new parliament and government.
It is quite amazing that Gordon Brown has been so bad and inept at doing a job he has lusted after for years. Even the Guardian newspaper is calling for him to go!

Can I stick my head above the parapet here?  I feel sorry for Gordon Brown :(    He had the misfortune to follow that Blair guy, master of 'spin' and someone prepared to lie to the country, taking us into an illegal war for which the British taxpayer has paid BILLIONS, far in excess of expenses claims for 'duck islands' and 'moat cleaning'.   The financial crisis has been a world wide one, not to be laid totally at the door of Mr G. Brown.
I have seen for myself some of the good that this Government has done in tackling child poverty through Home Start, Sure Start, Children's Centres and so on. They have raised standards in schools, built many new schools and my experience of the NHS recently has been superb (the Tories' past record was shutting schools and hospitals too).
Kiwi- I thought you lived in New Zealand so who are the 'we' calling for a General Election??
I believe this is an opportunity for government reform, cutting down on the number of MPs, not allowing MPs to hold other jobs in addition to representing their constituents and bringing in proportional representation. I, for one, have always voted but have never had a vote that counted in any general election!  That's got to be wrong in a country that calls itself a democracy!

Judy Wallman, a professional genealogical researcher, discovered that Hillary Clinton's great-great uncle, Remus Rodham was hanged for horse stealing and train robbery in Montana in 1889.

The only known photograph of Remus shows him standing on the gallows. On the back of the picture is this inscription: 'Remus Rodham, horse thief, sent to Montana Territorial Prison 1885, escaped 1887, robbed the Montana Flyer 6 times. Caught by Pinkerton detectives, convicted and hanged in 1889'.

Judy emailed Hillary Clinton for information about her great-great uncle and her staff sent back the following biographical sketch:

'Remus Rodham was a famous cowboy in the Montana Territory. His business empire grew to include acquisition of valuable equestrian assets and intimate dealings with the Montana Railroad. Beginning in 1883, he devoted several years of his life to government service, finally taking leave to resume his dealings with the railroad. In 1887 he was a key player in a vital investigation run by the renowned Pinkerton Detective Agency.

In 1889 Remus passed away during an important civic function held in his honor when the platform upon which he was standing collapsed'."

All politicians seem to be corrupt ..to a lesser or greater degree, I was talking to someone here about Mr Darling who might have to resign over the 700 pounds that he had falcely clamed for , they were absolutely amazed !!I passed the parliament building here yesterday and the car park was full of luxury cars ..definately not paid for honestly >:(. Anyway my point is ..would you be throwing out the baby with the bath water if there was a general election?  Meg has a point about Mr Brown following Blair , perhaps a job too hard for an ordinary man?
Politicians and nappies should be changed frequently...and for the same reason!!!

Personally, I think all politicians, regardless of which party they`re attached to, are only out for one thing and that is to line their own pockets. This has been proved over the past few weeks. I think it`s time for another party to have a crack at running the country instead of the big two. Lets face it, they couldn`t do much worse.

I personally think a general election will be called for in October. Like Meg said it's time for MPs numbers to be cut I think by at least a third.

hi if they get thrown out of office i dont think it will upset many mps,they all walk away with a nice pension ,and most of them have a finger in every pie .its the country thats left in a mess and the tax payer will pick up the pieces :D

Problem is Meg, it wasn't just Blair who lied to us, Gordon Brown was as involved in our going to war as his boss was!
All the international and independent bodies such as the IMF etc agree that of all the developed countries the recession will be deeper and longer lasting here. This is because we are not as well placed as others when it comes to withstanding the financial crisis. This is as a direct result of Brown mis-managing the economy, plundering people's pension funds and selling off our gold reserves when the price of gold was very low are two examples of his mis-management.
As for education Labour have not raised standards in schools, the reverse is the case I'm afraid! We now have more young people leaving school unable to read and write than ever before. Even A level candidates who gain admission to a 'good university' are well below standard. At Cambridge, Maths undergraduates are having to have extra courses laid on in order to bring them up to the standard they should have achieved at A level. Our top universities are being denied funding by this government who are diverting it instead into the former Polytechnics. As a result the top universities are having to take more foreign students who pay higher fees and the natives are losing out. We produce far too many graduates in disciplines such as media studies and sports science, whilst emerging countries like India and China are pouring out hundreds of top quality graduates in science subjects every year. This country cannot compete any more! We are falling behind drastically. There are those of course, who would argue that places like Oxbridge, London, Durham etc etc are elitist universities. However, Polytechynics do not train brain surgeons!!! I have been personally involved in examining at one of the newer universities and the standard of work submitted was dreadful. Some of the students were barely able to write a sentence.
It is to be regretted that under this government the gap between the rich and poor has grown wider and wider. In many international league tables the UK has fallen drastically behind and the slogan 'opportunity for all' has proved to be nothing more than spin, an empty phrase!

Hi Meg, although not currently on the UK electoral roll I'm still eligible to vote and fully intend to remedy the enrolment issue very shortly  ;)

However..

There's a part of me, a very small and well-hidden part, that feels ever so slightly sorry for Gordon Brown. The sleaze of the cabinet, the lack of talent and inabilities of them are things he inherited. OK, I know he stamped his foot, and threatened to 'Thcweam and thcweam until I am sick', until he was given his present job. But, never ever forget that the mastermind behind the scams, the Mr Big, the Subject Matter Expert on creaming off monies from gullible taxpayers, the whizzkid of claims was Mr Tony B Liar, ably aided and abetted by the Wide-Mouthed Frog.

This is a man whose paper trail was "accidentally shredded", yet he and his consort were the undoubted masters of dodgy claims, expense fiddles and general nest-feathering. I would be gobsmacked if  his true expense paperwork was to surface. It would make the best seller list (fiction) for sure.  :)

It all sounds very depressing , especially the post by Assheton..I agree that the West has to start looking East and see how especially the far east are getting ahead, it needs hard work in all sectors, not just the government. Education is the key to any nations future , but if students don,t see any future for them, where is the motivation to work hard?
 China is far ahead , and becoming the lending bank to the West..do we really want to be in debt to a nation that still won,t give the names of hundreds if not thousands who were killed protesting for democracy in Tennemen Square 20 years ago ? No , but these days money is king , not justice , human rights or democracy  >:(

hi we should find out tomorrow ,been out voting earlier the voting slip was as long as your arm and the ballot boxes were full to the brim , who will remain in power will ashton change from labour ?,but it should indicate if the general election is nearer my bet is on november  :)

even tho no local elections it will still show that we are fed up with present politicians. we voted tonight at nook lane hurst and ballot box was been pushed down with a green spoon and polling station was pretty busy. we hoping for gen. election very soon.
